Well it all depends on your instinct, devotion, capacity, capability etc. Now a days there is lot more than just web page in web world. There are plain static web sites, dynamic web site , web applications and so on.
First of all decide what you want to learn - Web page designing, or Server side programming.
If you are designer (Fine Arts) kind of person then you can go for web page designing using HTML, CSS and Good Images .
You can design look and feel of the website by deciding fonts, color combinations, images etc. (by the way this is also very tough job).
Then if you are a nerd then learn web programming language like php, java(jsp), .Net etc, with suitable database like mysql, Oracle, ms-sql etc.
First of all decide what you want to do and write down on a paper. Then try to learn things step by step.
So I can tell you finally is that first of all decide what is the area of your interest and then go ahead.

first, u have to learn some HTML, how to build webpages, how to link pages into a site.
then you can upload the files to a virtul hosting service provider ( for a fee or free). then you can browse your website from the IE, and tell your friends the URL your site.
