To learn to build a website, you will need following
1 Any plain text editor like windows notepad
2 Internet Browser like FireFox, Internet Explorer etc
3 Web server like Apache, IIS etc
You can check plain HTML web pages without any web server.
But if you want to learn about server side scripting languages like php, asp, java, or .net then you will need corresponding web servers like I have mentioned above.
And yes buy some book on HTML, Javascript, CSS etc.
Don't start learning using software like Dreamweaver or Front Page. When you are sure about all HTML tags and attributes then only go for those kind of software.
All the best

There are many "website builders" around, free or commercial. NONE is "really" easy... The web is not what it used to be! In the past, with just a basic knowledge of HTML, you could make "great static pages". Today, millions of "newbees" write websites with a WYSIWYG piece of software, but will never reach the level of any "professionally developed" website: it requires SERIOUS skills, knowledge and experience, and it is getting more complex every day. Only programmers can achieve the targets. Just ask to make a simple text chat between two people and you will see that is far from easy! (And don't ask for a webcam video streaming chat...)

Probably this program called Dreamweaver. Its what they used to teach the Web Design class in my old highschool and it was way easy to use if you are to lazy to learn html like I did in like 5th grade which is easier in my opinion.

my suggestion would be to go for a freeware like pagebreeze or nvu. both are very intuitive and relatively easy to use.
