If your going to air dry (which i assume you mean hang dry) then all you have to do is through a dryer sheet in with the clothes when you put them in the washing machine. Then when you take them out they will be just as soft as if you had done it in the dryer

Use fabric softener when you wash. When the rinse cycle starts pour some in and let it rock. Btw dryer sheets are for static that get built up in the dryer, not to make your clothes soft.

They get hard because they are washed in hard water. You can try using liquid softener in the wash but that only helps so much.
If you want to air dry something so it won't shrink, I would try drying it in the machine on the lowest setting possible.

I read an article on this and they said the main cause of the stiffness and scratchy feeling was actually too much soap. Use less and rinse twice and in the second rinse add liquid fabric softener. Works for me.
