well are you talkin about a operating system like XP? or simple database one for a small company.

if its a small company, i done it with my team of 5..
skills?-- just database skill, IT degree. orcale , VB .. etc

XP way too hardcore to create in small team.. maybe if you got bill gates on you side lol.
