There are many ways to accomplish this.

I. Use a router that has a firewall or user management! In a workgroup this is the best easiest method! You just tell the ROUTER which users/ips should be allowed internet access and which shouldn't. Takes all the work and does it for you. So the best solution is get a router/gateway with those controls!

2. Take and assign all network addresses, turn off DHCP on the router. On those clients that you do not want to give internet access simply do not set the GATEWAY or DNS address! They will still be connected to the local network just the machine won't know where to go to find the internet so it won't connect! (Be sure to limit the ability of those users to not be able to change the IP settings! Just set a user account and an administrator account with passwords!)

3. Hire someone who knows networks to setup your system.

You can use Proxy sharing sofwares to control the internet access.
If u have router, then u will be able to create a group of ips with internet access or u can enable MAC filtering.
