Which format is the most likely to get through properly on both ordinary fax machines and computer-based fax software?

All of the above should work.
As far as size and quality .jpg probably would be the best

not to disagree with bob up there ^ certainly .jpg is a universal file format but I have actually had more luck converting all of my files to .png

PNG is a format that wont loss quality upon compression and after all it is called the Portable Networks Graphic

you could open the document in Microsoft Paint, then click save as, then elect the document extension from the record and click save. the different image editor like Photoshop or Paint.internet could properly be utilized particularly of Microsoft Paint.

i don't know. what i can tell you is that tif. has better quality. i hope that helps.
