Yes, of course he is. Just because he's never reached the popularity level of Alan Jackon, Strait, McGraw, and so on, doesn't diminish his ability.
His high Tenor voice is very distinguisable and unique. He alone has re-introduced the "old country" 3/4 waltz-time (in many of his hits) to a whole new listening audience.
He is one of the finest guitar players (technically) in a world full of Nashville "pickers." And, as an intelligent and personable guy, he has done a wonderful job of hosting many country shows - not the least of which include CMA/ACM broadcasts.
He is one of the most respected men within the "business."

I don't think he's the best. But he's good. and sure beats the hell out of most of what's out there right now. He comes up with some really touching stuff.
