Take the bowl off the bottom. You will then see the float. Take this off with the pin bar that holds it. Under the float is the check valve. This is the hard part. Held with very small wires. Don't bend them and remember how to put them back. The check valve is what your going for. Clean it. If it is really dirty sometimes you will have to pull it out with pliers. Wouldn't fool with the needle valves etc. unless this doesn't solve the problem.

Remove the carburetor from the engine and take it apart. Remove all removable parts and any rubber components. Soak the metal parts in a good carb/parts cleaner. The stuff in a spray can is a waste of time. After soaking, blow it out with compressed air and risnse the parts according to the instructions on the parts cleaner. Make sure that all passages in the carb body are clear and free of debris. Put it back together using a rebuild kit. Reinstall the carb and enjoy.
