Why do we say photosynthesis has an "investment" phase and a "payoff" phase?

First you PRODUCE ATP, thats utilised and lysis of molecule of water occurs which is used for CALVIN CYCLE--> INVESTMENT
and then you are PAYED OFF by the CALVIN CYCLE - glucose !!

The light-dependent reactions get everything ready, and the light-independent reactions (Calvin cycle) make the glucose.
