She doesn't have it anymore, so that might be a reason.
Second thing is that it is not allowed to use it for such things, as one needs to respect things that happen.
Third thing, if you ever get chance watch movie Time Machine and you would be able to realize that any such attempt would be useless.

All of the time turners were destroyed at the end of book five, when they were fighting the death eaters in the room with all the clocks in the ministry of magic. No one had a time turner when Dumbledore and Fred died, so no one would have been able to go back and save them.

If you paid attention during the end of the fifth book, you would have noticed that all the Time-Turners had been destroyed in the battle at the Department of Mysteries. Dumbledore couldn't be saved because he was cursed when he destroyed the ring, and time-traveling is a very risky business anyway.

She could have. Except for three things...
1. She handed her own time-turner back into Professor McGonagle at the end of her third year. She was only allowed to use it for study anyway.
2. While at the ministry fighting the Death Eaters, Harry, Ron, Hermione, Ginny, Neville and Luna destroyed every last time-turner and all the other devices to alter time. I'm guessing they would take a while to make anyway.
3. Nobody is meant to mess with time. It was just their time to go.

The time-turner Hermione had been using had been returned, so she did not have one easily at hand. In the Order of the Phoenix, the Ministry's supply of time-turners was destroyed, making the problem more difficult still.
Even if she had been able to obtain one, though, I suspect Hermione was wise enough to not attempt to actually change the past. Many volumes have been written on the perils of changing the past (probably in the Science Fiction section of your local library :) ).

Hermione's Time-turner was returned at the end of PoA, because Hermione was tired of time-traveling for an insane schedule.
We can assume it was returned to the Ministry of Magic and during the battle at OoTP, JK Rowling stated that somebody destroyed the entire stock of Time-turners.

It's a fairly common theme in sci-fi that you can't change the past without creating dire consequences. In some stories the time stream is split creating a war on one side, peace on the other (see many, many episodes of Star Trek for examples), or unintended duplicates are created, or someone kills a younger or future self.
Also, Hermione gave it back at the end of Prisoner of Azkaban, so she didn't have it to save anyone, even if it were allowed. In Order of the Phoenix the cabinet in which they were stored was destroyed--I believe I read on one of the fan sites (or Rowling's site) that all of the time-turners were destroyed.

it is because she doesnt have it anymore...
remember how dumbledore went through all the troubles from the ministry just to lend him one timeturner for hermione to use for her studies???
===after the hermione finished her business with the timeturner,, it is understood that it was either confiscated or bought back to the ministry...
===and in using the time turner,,, there are some consequences you know?? like someone in the present might die if you saved another one in the past??

And she had no clue as to why Dumbledore and Harry were doing what they were doing during the entirety of the Half-Blood Prince--they kept it a secret.
As for Fred, she didn't have it anymore.
