I'm sure the expected answer is (D)-- the "Shays's Rebellion" was a major impetus in the call for a Constitutional Convention. But, in fact, the rebellion (which was perhaps a tenth of the size rumored) was easily put down by the Massachusetts state militia. So, (A) is actually true as well, though not as historically noteworthy.

This is important to note, because some folks have the idea that this uprising prompted calls for a stronger national government BECAUSE the state struggled to get it under control. But that is not so.

The actual story is that Shays's was one of several uprisings of rural debtors (esp farmers) who were in serious financial straits, losing their farms, etc. because tight money made it so difficult to pay their creditors.

Now in MANY cases the state governments were acting to 'let them off the hook' by printing paper money, for example. (And the government of Rhode Island was even taken over by the "Country Party" in 1786... part of why they boycotted the Constitutional Convention.)

So creditors, and others concerned that failure to pay debts would hurt the young nation's struggling economy (since no European banks would want to lend any money) were concerned at all this, and concluding that a stronger central government could overcome these problems where state governments were apparently failing.
