is it still open? i'm wondering because on the application site it still has fall 2008

If you mean the California State Universities, then some are still accepting applications for next Fall and others are not. The link below will tell you which are still accepting applications.

If you mean Colorado State University, then applications are open until February. See the second link.

You might want to be a bit more specific with your acronyms. CSU can stand for alot of schools.
