I have found halogen fires are pretty good and efficient. The real solution is deal with the draughts, are they old windows, could you fit draught excluders around the windows , and doors (if the room has an external door , or is closed off from other colder areas). could you insulate the floor?

Those oil filled radiator heaters work well. They keep a space warm around them.

But really need to do something about the draughts. Maybe not easy. Is there a place around that does enrgy audits. When I rented a old place they came and insulated and plugged draughts and such.
