That's what happens when you sign without reading. Good answer desertviking_00. I saw this on the news the other day and they mentioned the pentagon wanting it done. But then again The finance clerks are probably located at the pentagon. thanks for shedding some light.

also, congress needs to carefully read the laws in which they pass. They only affect how this country is going to run.

It's not the Pentagon. It's some finance clerks at the Defense Finance Activity for the Army who are merely applying the law as the Congress wrote it. If you don't finish your contracted period of service, you must forfeit any bonuses you received under the terms of that contract.
The same Members of Congress who voted "Aye" on that law without ever having read the legislation are the same ones screaming for someone's scalp over this issue.
Now, once again, the Congress will have to pass amendments to a law which they passed in the first place and which wound up hurting people instead of helping them. So, don't blame the folks in that five-sided building and don't blame that civil servant at that fort in Missouri. Blame the folks who wrote and passed the law.

They need the money to buy new security surveillance cameras for the Pentagon. Last time a missile hit it (9-11) they weren't working. Hate it when that happens.

It is absolutely silly, but as already explained, Congress screwed the pooch once again, so blame them, not some lowly clerk just doing what their directions tell them to do.
