I've been reading a bio of Thomas Hutchinson, the last Crown Governor of Mass. Everything he did seemed to go wrong, partly because the parties in Britain's Parliment were more interested in their own local power games than the results in the colonies.
Your school wants A, but there are good arguments for C as well.
