no. a single core CPU at 3GHz is still faster than a dual core at 1.5GHz, but this needs a more thorough explanation.
let's assume both CPU's have the same core types. both CPU's are on 1 die and whilst the single core CPU can use the data bus for its own, the dual core CPU has to share this resource between the 2 cores. this makes it somewhat slower (about 20 - 30%, depending on the utilization).
as a rule of thumb you can say: a 1.5GHz dual core CPU is as fast as 2.2GHz single core CPU, but this is inappropriate.
nowadays you hardly find single core CPUs and if, the two were of different cores. for example a Core 2 Duo at 1.5GHz would beat a 3GHz P4 easily because of the improved technology.
i know for sure that a 1.8GHz Core 2 Duo would be exactly as fast as a Pentium 4 at 4.6GHz (but such a P4 doesn't exist).
since the indicated CPU speeds (in GHz) for games are related on a P4, a 1.5GHz dual core would just not meet the requirements, in case only one core can take over the full load, due to the reason that games are not capable of multi tasking/threading.

Not the same. You would be very disappointed with performance of a 1.5 GHz dual core for a 3.0 GHz game.
A dual-core system has two CPUs on the same chip, so where a set of tasks is suitable for parallel processing (really doing two things at once), a dual-core system shines. Unfortunately, a game is often single-threaded - that is, it is not well suited for parallel processing methods - so cannot take advantage of the extra computing power.
Games where dual core helps: Some ID software games like DOOM 3 and Quake 2 or 4 that have a server process to control the maps and a separate client process to display the viewpoint.
Games where dual core doesn't appear to help: Titan Quest does not seem to beneft from dual core that much.

Not really, in the future programs will better handle the dual-cores capabilities for more efficiency. If you are looking to buy one though take the dual-core since it has more potential. Currently they are similar, but performance can differ.

No there's no longer plenty you're able to try this technique has to apply the 4 cores. you will get greater out of a twin center atm. maximum video games those days do no longer (probable greater will interior the destiny yet no longer at this factor) all i will say is turn anti-aliasing down in case you have it on given which will kill overall performance in crysis.

no, the single core is twice as fast. The Ghz (gigahertz) is the overall speed, not the speed per "core".
