What happens if you cannot pay the seller after you win the bid?

Contact your seller ASAP. Tell them your problem. Ask them if they will let you out of the transaction without penalizing you. If they seem reluctant, offer to pay to cover their lost fees, if you can. Offer to mail a dollar or two in an envelope if you're having PayPal problems.

They can still penalize you. But if you're nice about it, most sellers will work with you. I can't tell you how many people just tried to ignore me when they wanted out. And they were penalized. There was only a couple of people who asked, and I let them out of it, and did not make them reimburse me for fees. Honesty usually pays off.

The seller will report you as non paying bidder.

He will report you to Ebay as a non paying buyer so he can get his commission back. Not sure what they will do to you!
