Kick her butt..... no just playing. Like what is she doing. It may be a bit easier to say what to do if we had a little more info on the things that the idiot is doing. But if it were me I'd tell the next in line supervisor that IF the situation isn't handled properly with a positive outcome your going to file a grievance or call the state in on them. That you have reported this over and over and they haven't reconciled the issue.
Let them know you are not there to act like an idiot. You just want to do your 8 hours or what ever you do and then go home. Your not there to deal with drama or anyone elses ignorance.

I know this is hard but have you tried making friends with her? She can't be your enemy and your friend at the same time!
