The Vice-President is the head of the senate. As the senior member of the more powerful legislative branch, he serves as next in command to the president.

The Vice President really does not have any power. He can vote to break ties in the Senate and other than that is at the President's bidding. He only comes into power if the president dies or is vacated from office for some other reason.
