Oh, heck yes. Nothing causes procrastination more than deciding to write a novel.
You say to yourself "I'm going to write a novel" and then a little voice in your head says "No, you should be doing THIS. Take a break for a while". I'm on the verge of killing that little voice.

people usually procrastinate if they think they have the time, if you have a to-do list, I don't think you will or can (procrastinate).
