I have a 1540 square foot ranch house with new insulated windows and good insulation Would a 3 ton 13 seer system be sufficient for heating and cooling? I currently have a oilburning furnace with central ac. And want to switch with a heat pump due to the fact it is gonna cost me $1700 dollars to fill my 500 gallon tank.

With all due respect; the simple answer is YES!

The industry standard last I checked was approx. 700 - 750 st. ft. per ton.

There is a lot more to it than just square feet. You need to start with a real load calculation to find out the heating and cooling loads. That requires a lot more information.
