There are other things than global warming that will cause a rise in sea level. During most of the Earth's history there is no evidence of ice, even at the polar regions, yet sea level has fluctuated. A common reason for a rise in sea level is increased amounts of basalt at the mid-ocean rifts. Another reason might be due to increased sedimentation rates from continental erosion. Another cause might be from continental subsidence displacing the mantle and causing a rise in the ocean basins.

Global warming would be a major cause. The rise in temperature caused, in part, by an increase in greenhouse gases is melting glaciers. The large amount of water contained in these glaciers will eventually make its way to the ocean and cause sea levels to rise, flooding many coastal cities and possibly engulfing small, low altitude, oceanic countries.
