No, it's not fair, unless the non-paying one is contributing in other ways, such as doing all the housekeeping. You need to make an arrangement that is fair for everyone so that you don't end up resenting each other. Discuss it openly ASAP and come to a clear agreement on who pays for what.

If your sharing a house/apartment together, all bills should be split 50/50, regardless of who uses more. Both people live there and have easy access to utilities and such, so therefore both should foot an equal cost, minus personal bills (i.e. bank, loans, fuel).

If my girlfriend moved in with me, i'd make sure and let her know we are splitting the apartment 50/50. There is no gaurantee that you will stay together for a certain amount of time, and the last thing you need is to have a split up and she continue living their while you foot the bill.

You need to straighten out the situation and get the home bills split. Personal bills are their own problems, but expenses for the home should be shared.

You need to give more information here. For instance are either of you in your parents' home or are you sharing with friends. Your ages could come into it and whether or not you are working or still at school so more info. is needed for a proper answer.

But if one or both of you is working or old enough to be working then yes you should pay "board and lodging". Accommodation is not free and those sharing should put in for rent and electricity and stuff as it is not fair to freeload off others and even if it was a parent's home then also board should be paid to them for your upkeep and also to teach you that you should "pay your way" and if there is a girlfriend and/or boyfriend involved then of course that means there is someone else living in the accommodation who should be paying their share of utilities etc and having the use of the appliances like washing machine, T.V. etc. (for this sort of thing someone has to pay and why not you too???).
