The frequency of tuning fork is inversely proportional to the mass of the tuning fork.
The mass increases due to the elastic bands. Therefore the frequency decreases.

Their inertia slows the oscillation down. Remember F=MA? Same Force and larger Mass means smaller Acceleration.
