Sure you can use WD40 on the underside of your deck!
As for the governor, it's actually on the inside of the crankcase. But the arm for the governor is tucked in behind the air filter, and connected to the throttle of the carburetor. Unless it is not working it isn't something that is user serviceable! I work on small engines for a living, and see where customers readjust governors all the time, when they send their mowers in for a new engine!
I'll bet Gotech has seen the same things as I have!

Yes. After hosing off clippings, use under the deck, on top of the deck, on cables and levers, and any other areas susceptible to moisture damage.

Rule one - Do not soak down the top of the deck. Spray sparingly. Better yet use compressed air.

Rule two - Do not soak engine with WD or any like product. Use sparingly and precisely.

Rule three - Do not spray anything on a hot engine.

Yes to WD-40. Definitely. The governor is located at the end of a small (1/16 in.) rod that hooks to the carb. also. Why are you asking, if I may be so bold?

Best to spray under mower belly with PAM the same stuff you use in the kitchen! If you dont want grass to stick, if you want lubrication by all means use W-D.

wd-40 yes.
I spray it on all of my metal tools from hoe to hedge clippers.
Keeps them from rusting.
