If you are talking about RAM memory, a 512 mb chip will have 512 mb of memory. However, must computer are set up to reserve part of the RAM memory for video display. By reserving that memory and giving the video card special access to it, the computer is able to run much faster. But since that memory is then not available for Windows to use, it will not show up when Windows displays the memory amount.

The memory is there, it is just not available for Windows to use.

Both previous answers are wrong. The problem is much more technical than that. Companies advertise kilobytes and gigabytes as different than they actually are. The advertised size of memory is assuming that kilobytes are 1000bytes (actually 1024 bytes) and that gigabytes are 1000megabytes (actually 1024 megabytes). Therefore you will not get the advertised size that they say. Also, a file system in memory takes up some space for inodes, and data structures. So you only get about 92-93% of the advertised size.

The memory the labeling tells you it has, is the total unformatted capacity, the formating itself of the drive takes up memory, that is why you only see that a 512 drive has only 495 mb

becuase RAM is like that. its the same with hard drives. it takes a certain portion of it to make it run, and the rest goes to running your other applications. in a 320gb harddrive, you really only get about 300 cuz of the hardware.
