Actually, if Silent Hill 4 isn't scary enough, then IMO not many games can scare you lol.
Try FEAR, it has the element of surprise and it sometimes incorporate horror into the game play. However, unlike Silent Hill series, FEAR's element of horror isn't in the game all the time.
So, FEAR horror element is strong, but it only comes in certain part of the game, at certain intervals. Frequent, but not continuous. It's like you go through a corridoor, some horror stuff happens, you see a little girl crawling and disappear or so, then its back to normal in the next room and you're fighting normal soldiers. The combat is typical FPS combats.
DOOM 3 has elements of horror as well, however they are not as frequent as FEAR, and only few of them are as strong as FEAR. But being a dark game, there's alot of element of surprise with enemy jumping out of walls and roof. They always wait till you get close and bam, the come out.
I don't know of any other game that have the horror elements througout the entire game and also in combat part, the way Silent Hill 4 does

I seek out good psych-thriller games as well. One I played a few years back that I still remember was Phantasmagoria. It was a blend of film and animation that was well done for the time. The storyline was tense and moved well. It was an adventure game with things to find and puzzles to solve, not a FPS. It starred a woman who moved into an old house with her husband who begins acting strangely. It had kind of a "Shining" flavor to it early on, but goes in a whole other direction. I don't know where you could find it now, but bet you could eBay or Craigslist it.
I also found American McGee's Alice to be creepy fun, but not really scary.

I got one for you. I know most people think of Doom as just shooting everything in sight, but buy Doom 3 for your pc, if your pc can handle the graphics. This is truly the scariest game of all time. I bought it thinking it was going to be a common shoot 'em up, however 10 minutes into it, I was so scared the lights went out instantly. You won't regret his game, trust me.

If you like shooters try S.T.A.L.K.E.R.: Shadow of Chernobyl.
It's pretty scary with the whole sense of dread thing. See link.
