I'm helping a friend out because she is starting community college this winter term. She wants to major in International Business but has no idea what she needs to do or what classes she needs to take.

Later on, she would like to transfer to a University, so what classes should she take in Community college?

She should take the core classes such as Maths,English and Science. She should also speak with an adviser at the community college who can help her with choosing the right classes for an international business major. She should also contact the university she wants to transfer to after earning her associates degree and let them tell her what classes will be able to transfer to there school.

Rather than trying to figure it out for herself and risking a major mistake, she should arrange to meet with her advisor before signing up for classes. S/he can help your friend take the classes that she will need for any Universities to which she might want to transfer. It is likely that she will need things like math, economics, English, history etc., but since that differs slightly at each school, she needs to find out at the school in which she is registered.
