In a sentence such as -

"Help!" another voice called.

Would you capitalize "another" or leave it lowercased?

No, you would not capitalize it unless it were the proper name of the speaker.

You don't capitalize "another". Think of it this way...would you write "Help!" He cried. Or "Help!" he cried. Your sentence starts at the beginning of the quote and ends with the period.
