Technically you could create a particle accelerator with a RG machine. So inflating a balloon should be easy.
My guess would be a large foot pump (enough to inflate the ballooon in one compression) and some water wheel type contraption to fill a bucket ontop of the pump. Add in some billiard balls running on rails, various wheels and cogs, a stuffed teddy bear, some dominos and there you have it.
