I have 100% positive feedbacks,and after calling "customer service" 17 times...nobody seems to know why they "restricted" MY access to MY money ! Thats the key....the money NEVER belonged to paypal,but they treat it as if it's theirs !

AND....They made it CLEAR they have NO intention of EVER returning it !

This question is a LIE. If PayPal had no intention of 'returning' the money, it would not be in ANYONE'S PayPal account. The rest of your STATEMENT was suspicious before you made that claim. You did NOT ask a question.
