bought a puzzy licker through a mail order mag. it was really disappointed - it performed really poorly- despite me giving it a good try.
as I have used these goods - am I able to ask for refund? does it matter that it has been used?

You can call the company to demand a refund.

If they refuse, there are probably no legal remedies available to you through the courts, unless your purchase agreement included a provision which would give you the right to return the product for a refund if you are unsatisfied with it. I somehow doubt that's the case, though.
