John F. Kennedy (Democrat). His brother Robert (also a Democrat) was his Attorney General and ordered it. They didn't like him for some reason*. But you know what the Democrats always say when you bring things up like this, "it was a different age back then".

* My recollection is that Dr. King had a friend who was a member of the Communist party. The Kennedy's warned Dr. King not to associate with this friend. Apparently this other guy was a life-long friend of Dr. King's. Dr. King basically told Robert Kennedy that he was not going to be intimidated into abandoning his friend and that really pissed them off.

J Hoover wasn't the kind of guy who rolled over for the president. But I think Johnson was in office, maybe Kennedy.
