You can adjust the vertical aim of the headlights using the following procedures from the Honda service manual
Obviously you will want to do the following on a level surface...
Clean the outer lens so that you can see the center of the headlights.
Park the vehicle 3 feet from a wall and turn the headlights on. Turn the low beams on and mark the center of each beam on the wall using a piece of tape.
then back the car up 25 feet from the wall and mark the center of the beams on the wall. When correctly adjusted the tape will be about 2" lower at the distance of 25 feet than the mark at 3 feet from the wall
If necessary, adjust the headlights to local requirements by turning the vertical adjuster.
The vertical adjuster is located in a cutout to the rear of the radiator support behind each headlight. It will be about 3" inboard of the rubber bumper stop for the hood. On the left side it will be in front and to the left of the power steering pump reservoir when looking to the front of the car from the driver's seat.
The adjuster assembly is a circle about 1" in diameter. Inside that circle will be a smaller hole that is big enough for you to insert a phillips head screwdriver into. You will need to insert the phillips head screwdriver into the hole--the tip of the screwdriver will then become a gear to turn the adjuster shaft gear to move the headlight assemblies into line. Turning the screwdriver clockwise will move the headlight in one direction (up or down) turning the screwdriver counterclockwise will move the headlight in the opposite direction
there is obviously a separate adjuster on each side for each headlight assembly

I also have a 2001 Honda Accord, that needed headlamp adjustment. When at the Honda dealer for service, I enquired about getting them "aimed" proper. They told me they just line it up against wall to do it. I thought if thats all there is to it, I'll do it myself.
I found the answer on Yahoo, about finding the quarter size hold, and using a Phillips screwdriver to make the necessary adjustment.
Well--my Accord has the 2 holes, but it just punched into the meta, and lead nowhere. After some fiddling around--I found what I was looking for.
On my Accord, on each side, the bulbs are in a small round metal plate with 3 screws that appear to be holding the bulb unit in place. About 2 "inboard from there, on each side of the vehicle, are 2 small hex adjustment screws, that take about a 3/8" socket. THEN, use the instructions for lining them up on a wall.
