Definitely dry clean. When they say "do not wash" they're probably talking about washing with water. Tide to go, baby wipes, damp clothes, and anything else may shrink your tote bag, so the best way to go is to dry clean.
Just to be on the safe side, drop an e-mail to the Roxy company or go back to the store you got it at and ask one of the workers there.

I definately wouldn't put it in the wash. I did it with one of those bags that was "Do not wash", but I decided to take a chance anyways. The results, it came out all shriveled up and I couldn't make it look decent anymore. the cloth shrank causing an uneven look.

I think the only way to clean it is a spot wash kind of clean.
You can't hand wash it or put it in the washer, so try spot cleaning it.

Turn it inside out, wash it on gentle cycle (Woolite or Tide) and hang to dry.

You should wipe it with cleaning one time use towels every once in a while.

Carpet cleaner my wife uses it on things like that and it works amazingly. hope that helps.
