If you are looking at the epidermal cell of an onion bulb, there are no chloroplasts. This part of the onion grows underground, so there is no photosynthesis taking place in these cells.

The top part of the onion with the green leaves has normal chloroplasts in its cells because the leaves are in the light.

they are located on the green leafy stuff on top that stick above the ground when they are planted
