In 1945, after World War II, Germany was divided by the victors into two countries. East Germany was controlled by the communist regime of the Soviet Union.
The allied forces (USA, Canada, etc.) already fought a long, tough war in Europe. Stopping the building of the Berlin Wall would also mean another war, with the Soviet Union!!!
Maybe there were also political or strategical benefits from the Wall to themselves, but they sure weren't looking for a war with the Red Army...

After the second world war, Berlin was split up among several allied authorities. The Russians built the wall on their portion of the border. Can't stop someone from building a fence on their own property.
