In Texas, the definition of a dependent child for health insurance is 25 and younger, regardless of student status. My parents insurance has been going by that definition all of this year but now all of a sudden they are telling my parents that, as of this past January, I am not covered and that they don't have to go by that definition. I want to know how they think they can get around this rule.

Contact the Texas State Insurance Department. It seems unlikely to me that any state would have a rule that says an insurance company has to insure anyone.
