Usually part time help are only paid for the hours that they work. Some companies do pro-rate holiday and vacation time but not all do this. Some employers may pay part timers if the office closes due to an emergency- like a power outage but they dont have an obligation to do so.

Nope. Some employers will but not all, check in your company handbook and see what yours says.
