Is it the liquid water? Is it the gaseous atmosphere around the planet? minerals? Is it the life-forms and plants? OR Is it the genetic material in the form of DNA, RNA, chromosomes and genes etc of the life-forms and flora?

definately liquid water, that is where the stramotolites, tiny kind of algae like plants that developed near the bottom of the sea billions of years ago by feeding off the thermal vents. When the seas eventually subsided from these areas after eons, they were basking in the sun and creating photosynthesis by taking all of the c02 in the atmosphere at the time and turning it into 02, even though our atmosphere is only 18% oxygen without water there would not have been these primitive plants, no oxygen and therefore no life. Read "Atom" by Laurence Krauss, it follows one molecule from a aplit second after the big bang all the way to earth, way cool book.

Too many factors have to work together to just pick out one factor. However, the proper amount of sunlight is pretty important!
