I need to dress him better
he needs to smell better
and i need to do this on a budget
I paid for a haircut for him and convinced him to shave...
now i neeed to stop his balls from stinking..(major)
and for him to shave every other day.
how do i tell him this without making him feel like a child?

It just sounds like you want to totally change this guy. You cant make anyone change... they have to do it for themselves. The more you try the more he could resist. If you really want him to smell better why don't you offer to take a shower with him. A lot of guys have issues with shaving daily... that one will be hard. You can tell him how much you love it when he shaves.... and you love how he smells after a shower and he might get the hint... but then again he may just stay the same... so you need to ask yourself if that is something you are willing to live with.

Frankly, it must suck to be a boyfriend to a woman who thinks he dresses and smells, and is in desperate need of looking human.
Honestly, don't you get tired having to bug him about all this? Personal hygiene is often a way that passive-aggressive people deal with others, and the more you harp on him for how he presents himself, the more he will behave like a stinky child and the more you will end up looking like a nag.
Please, find someone out there that is not allergic to soap and water and has nice smelling balls....

You buy him clothes at Kohl's or Target or Old Navy... they have lots of stuff for cheap this time of year, and you can find some cool stuff for guys. Fashion for men is easy. Then you need to get him some good shoes... that will be pricier. Then you need to tell him that you read an article online that said that guys who wipe their butt back to front are dragging poo germs onto the back of their sack, which makes them stink a lot compared to guys who wipe front to back. Then ask him which way he wipes. :) No joke. Then, on a day when you find that his crotch smells better than usual, comment on it, and reward him in an "appropriate" way... and tell him that you like when he smells good down there, you like it enough to reward him more often when it smells that way. Also, when he hasn't shaved for 2 days, turn your head when he tries to kiss you and tell him that it hurts when his facial hair is long. Tell him that you would love to kiss him, but you don't want to get a rash. Then make sure throughout this whole process that you compliment him all the time on the stuff you DO like about him already.

you'd think that if he had a girlfriend, he'd clean up his act, literally. Guess he isn't used to daily bathing or anything else about his appearance. The next time he comes in 'groomed' just make a big deal out of how much it pleases you to see him that way. Unless he's a total dud, he'll get the hint. Good luck.

Buy him all the things you spoke about soap razors baby power and cologn it sounds like he does need a mama if he aint taken care of those things himself i wouldn't go for it but hell this aint about me my guys is so clean he smells good from his head to his toes all the time even after working out

You have 2 options...
1. Tell him and just be honest, if you can't be honest what kind of relationship do you truly have
2. As far as cleaning/shaving, make it a sensual thing, take a shower together....ask him if you can shave him...

well sweetie, his actions are very child-like. You should tell him straight up that he needs to shower everyday. Tell him you won't sleep with him (if you do) unless he takes a shower.
If he decides not to, than dump him and find someone else, cause he is not worth it. And it is just plain nasty that he doesn't shower/wash himself properly.

Tell him you think he is sexy when he is clean shaven and smells good. Also tell him you feel more attracted to him and you would appreciate if he could make the effort.

You're too picky for this guy! You need a new boyfriend you don't find so many problems with because you can't change people. People need to want to change. Do your BF and yourself a favor and break up.
