You can simplify this (multiplying fractions), but I don't know what you mean by "solve" it.

When multiplying fractions, multiply the numerators across, and then the denominators:
7 .... 3 .... 21
--- x --- = ----
12 .. 7 .... 84

Then reduce:
21/84
= 1/4

But you can also cancel things at the first step. You can cancel the 7s. And also cancel a 3 from 12:

1 .... 1 ....1
--- x --- = ---
4 ... 1 .... 4

= 1/4

Either way you get to the same answer.

7/12 X 3/7 = (7 X 3) / (12 X 7) = 21/84 = 3/12 = 1/4

We multiply both numerators and denominators:
7x3 = 21
12x7 = 84
so we get:
21/84 = 1/4
Alternatively, we can cancel out the two sevens and cancel a 3 from the 12 and the 3 to also get 1/4 but this is tough to explain online.

multiply the tops together and place the answer over the bottoms multiplied together.
