Well if you were to dismantle a bicycle pump. and notice not only the hardware, but the physics; crafting one, similar, might be an easy deal.

Of course to dismantle one; you might have to purchase one; then it would all become a Moot point.

As 1 and 2 state options, I'll offer suggestions, but it might be helpful for you to add details of what needs to be PUMPED. If for example, it happened to be for tires, car or bicycle, inner tubes, sports balls, pool floats, you'd be better off buying one. If it's an air mattress, certainly a VAC might work, or a hand pump. If you had an old style Bicycle hand pump handy and took it apart, the Physiscs would be obvious. The same principles would apply in Powered. The TUBE/Delievery system essentially needs to be air tight, to create vacuum, and pressure. In an old bike pump there is a PIPE that holds a stem attached to a handle. the PIPE is ealed at the top and bottom allowing the handle to be centered through a hole at the top. At the end of that ROD is a "diaphram" of sorts, be it rubberized or Thick felt, attached to the bottom end of the ROD, and allowing a TIGHT fit in the PIPE/shaft. When the handle is pulled up, the vacuum is created, when pushed down, the air is compressed and must be released through a FITTING and hose attached, by threads and sealant of some type. As a DIY that could be accomplished with PVC and other materials. To motorize a device that works, seems a bit much to attempt, in creating one. just my two "sense"

Why not just buy one? They sell small ones that plug into an auto cig. lighter for only $10 or $15 dollars.
