Some guys (especially in the USA) don't have a foreskin if it has been removed in a surgery called circumcision. Jews and Muslims circumcise, too.

Mischele is right. It has little to do with health and everything to do with "culture." The US is the last first-world country to routinely practice male circumcision and they have to use "health reasons" to justify why they do it. But none of the countries where they don't practice circumcision suffer anymore from the things they claim it treats than the US.
Penile cancer is rare in the US, where circumcision is practiced, and it's rare in Denmark, where it isn't practiced. The American Cancer Society already said that penile cancer wasn't enough of a reason to advocate for circumcision to prevent it.

It removes the foreskin from the head of a penis. In america it's just the 'thing' to do. People say it's more hygenic but really Americans think it's more pleasant looking that way (but they're still ugly anyway). Outside of the U.S. it's common to not be circumcised, so the foreskin is still intact. Basically when the penis is limp, it's kind of tucked in it's own skin - you don't see that little 'mushroom' head on top.
