Just use long division to divide the two numbers. Check out this image to see how I did it:

All you have to remember is that the line between the two figures represents division, so it's 3 divided by 8. Then to make it into a decimal, you have to think of it as 3.0 divided by 8 8 doesn't go into 3, so you have to start with 0, then because you have to go past the decimal point, you put it in, so you then have 0. and you now divide 30 by 8, which is 3 with a remainder of 6. That remainder then has 0 put on the end (because 3.0 is 3.0000000000 and goes on forever), giving you 60 divided by 8, which is 7 with a remainder of 4. Do the same again, and you have 40 divided by 8 which is 5 with no remainder. The answer is then 0.375 The figures don't always work out exactly with decimals, like 1/3 is 0.333333333333 and goes on forever. That's why fractions are sometimes more accurate than decimals. All the people who have said 37.5 or 37.5% are wrong, because they haven't read the question. It is obvious that 3/8 is less than 1, so it can't possibly be 37.5. It is also clear that the answer is required as a decimal, not as a percentage, so 37.5% is wrong also.

If you are not going to use a calculator, there are only two choices: 1.) You can either do long divisions, which can be petty, but it's the most important to know or 2.) You can commit to memory a few of the common fractions like 1/4=.25, 1/5=.20, 1/3=.33333(repeated), 1/2=.50, but sometimes it gets harder say for something like 7/123, because i doubt anyone has committed that to memory, so you should memorize the common fractions and if you don't have a particular fraction memorized, then long division is the only way.

3 divided by 8. Do it as a long division. Or remember that 1/8 is .125, so 3/8 is 3 times .125 which equals .375
