H1B visas shouldn't change, as far as quotas from foreign countries. I do believe that the influx of illegal aliens into the USA has and will continue to hurt the nations economy, due to the drastic draw on our resources by these people!

Issuing lots of H1B visas drives down wages for Americans because employers hire aliens for much lower wages than most Americans are willing to work for.

The H1B people I've worked with are often technically competent but lack language and communication skills.

Employers need H1B's in a lot of industries in the US. If the US would supply more qualified people for these types of jobs, they wouldn't need any at all, but until they do supply them, H1B's are necessary and good. A lot of H1B's apply for citizenship and that cannot be bad since they are intelligent, skilled and crime-free people that can speak English.
