Keeps on asking me to see him for a one to one meeting on my development! Should I go?

With a handle like Professor Shagger I don't think it is advisable. What does he mean by development? Is he referring to your scholastic progress? If he is, ask yourself why he would have to meet you one-on-one. If he is talking about development otherwise, I would strongly council against it. Do as some here have suggested, meet either at school in a place where other people will be present or with a parent present.

Suer. Meet him at the math lab, or the computer lab or the campus cafeteria or some other very public campus place. Library is good too.

But if he wants to meet off campus, or a more private setting, DON'T go. Depending on his affiliation with the university, report that you dont feel comfortable with him and request another tutor.

Tell him to ask your parents for permission to do this. I really don't think they would agree but if they do, DONT" go to this man alone!!
Did you ask this tutor WHY he wants to meet with you like this?
Another idea is to say you will agree if you have one of your parents present.
What does he mean by 'development'??

Why don't you just blab this around everywhere, to other tutors, parents, students, etc., and expose him? That should give him a bit of a shock and he'll probably stop harrassing you then.
