Someone uploads it to a server on the net, or some user downloads a file that's infected on the net.

The Internet is basically a lot of servers which transmit a virtual network, so someone who has created a virus need only place it on a server that is very busy and then people access the infected file and they inadvertently pass it on and on and on unless that person has proper antivirus protection, malware only takes a short time to spread into the thousands
