Just make cookies without a Xmas theme. Cookies are cookies and nobody doesn't like cookies! It's a great thing to do in the office and I used to bring donuts whenever there was a birthday or sometimes just for Friday! Make the Xmas cookies for your friends and neighbors and family. (I don't celebrate Xmas but friends of mine had a Xmas cookie making party every year and I always had fun at it.)

I used to work with someone who is Jehovah's Witness and they do not celebrate birthdays, including Christmas. Option A shows the most respect and allows you to be direct without stepping on any toes.
Option B is rude and presumptuous.
Option C only seems appropriate if you've already had this discussion with the co-worker. To be left out without explanation might be considered rude.

Bring her the Christmas cookies. Whether one celebrates it or not, the cookies are a treat. [unless she's really offended by the concept of Christmas, then just bring her the non-themed ones].

You shouldn't change how you celebrate for someone else. If said co-worker brought you a Dredel, would you be offended? Probably not and merely say "thank you". If she is human, she will enjoy the cookies regardless of the reason and verbalize her appreciation that you thought of her as well.

Do you know if she celebrates something else? For instance, if she's Jewish, bring her a cookie shaped like a menorah or something. If she celebrates nothing at all, just bring her a non-themed cookie, as you said. She'll appreciate whatever you give her, I'm sure.

I would bring her cookies too, and tell her that you understand she doesn't celebrate Christmas but that you didn't want to leave her out. Maybe say you understand if she doesn't want them but you thought you would give her the choice.
