I hate it when people send me chain letters but all I can do is reply and say no. Is there an official way of getting rid of chain letters forever?

By replying to the chain letter, you let people know that your address is valid. Just throw it away.

You mean the kind your friends forward to you that claim you need to forward this 10 people in 10 minutes or every child in Kenya will have a limb fall off?

Just send an email to your friends that forward them and tell them to remove you from their forwarding list.

I just delete those, I never forward them unless they are really funny.

No "official" way.
Email:
If they're from total strangers, forward to your mail server's ABUSE address.
If from people you know, send a polite response asking that they please stop sending you this kind of stuff.

Postal mail:
If from total strangers, write "Addressee Unknown - Return to Sender" on the envelope and drop in the mail.
If from people you know, same as with email.
